Found this in patch notes:
Tome of Cold Weather Flight: New heirloom item. Players who have reached level 80 can now purchase this book for 1,000 gold from Hira Snowdawn, the Cold Weather Flying Trainer in Dalaran. Similar to other heirloom items, this item can be mailed to other characters of the same realm, account and faction. The book is consumed when read training the character in Cold Weather Flying. Requires level 68.
Basically it means that once you have a level 80 character, all your new alts can use flying mounts in Northrend from level 68 instead of 77. If you have the money, of course.

Oyes, one of the new changes that'll RUIN WOW FOREVER. If you agree with some of the folks over at MMO that is, guh...should stop reading the comments there.

I agree it ruins game. Walking is much more immersive, while flying is similar to portalling around.

Well, it's not exactly like it would somehow make one's leveling easier. At least I can't remember any quests, that would be easier if you would have a flying mount to use. Except in Stormpeaks, Sholazar and Icecrown where flying mount is required for some quests. But you're level 77 or close to it by then anyway, soo...
But besides PvE...well, when I first leveled Groax, using mount was of course way better for the athmosphere. But when it's my 2nd or 3rd toon I'm leveling, I wouldn't mind already having the flying mount. Or well, I wouldn't mind having it NOW, with it's 150% flying speed...the incredibly slow flying mount was only good to reach places for certain quests, while I still did travelling with my epic land mount.
Anyhoodle, one doesn't have to buy the Tome with his/hers lvl 80 and you can just wait 'till lvl 77, then buy it with that character. Or buy the tome with your main, post it to your alt and then let it sit in your bags 'till you're lvl 77, then use it. I'm personally just glad that I can pharm the money for my next character by doing dailies with my main.
But this change probably does have it's affect on WPvP. Though to me the WPvP in Northrend has mostly been a player 5-6 levels above ganking me...
